Basically ambient noise wall, with a bit of change, like a kind of incredibly lo-fi recording where almost nothing gets through but a soft blanket of noise. Part of me wonders if this was actually a sick power electronics album, but the guy ripping it forgot to change the batteries in his tape deck or something.
